User and Content Mobile App

We have already designed screens and functional specifications. The web admin system and most of the screen queries are already programmed in PHP generating raw HTML code. Now we need a experienced mobile developer to both transfer the PSD layouts into HTML and create the app itself, based on the following briefing: It will require an online database for both users authentication and contents storage. The contents will probably fit in 1 main database table with 5 fields plus 2 other suplementary tables with 2 fields each. The interface will have 3 or 4 screens for content listing and input. It will also require barcode reading and picture shot for the data input. I believe it could be as simple as online htmls pages read by the app, if it make it faster and cheaper. The app should work both for Android and IOS systems. Blackberry and Windows Phone is a plus.
