Internet Heartbeat

I need a small desktop utility for Windows 8 that monitors my internet connection. It needs to have a simple red/green display: red = internet cannot be reached; green = all ok. This can be as simple as a ping -- I just want to know if I'm connected to the internet. Should updates every second (configurable). Can be a desktop program that is small and goes on the desktop or better yet, a program that goes into the system tray or task bar -- something that's small and does not get in the way. If internet is not reachable, make display red and sound an alarm. I need this b/c my internet goes down often and I need to know when it does in case I'm online. Any language is fine, but must work on Windows and not use any resources (this will run all the time -- very light weight, using little memory, and just a simple ping -- don't use a lot a network bandwidth). Source code must be delivered.
