NEED A PROGRAM TO SEND EMAILS

Hello Coders, I need a program which can send personalized / customized order confirmation emails to my customers. Please note that these emails are NOT spam. They are simply order confirmation emails to notify my customers of their order status. There are usually 150 to 200 order confirmation emails that need to be sent out each day. Each email will have the customer's name, email address and order number. The program will get the customers' names, email addresses and order numbers from an excel file (see attached sample). One of the potential problems with sending so many emails is that the messages are sent via an ISP's SMTP server. Some ISPs limit the number of messages that can be sent in a given time period, and monitor usage to prevent "spamming". Therefore the messages could be blocked. You will need to figure out a way that would prevent such problem and ensure that all of my emails are delivered successfully and none of them are blocked. Please see the attached files for additional project details. I would prefer the coder who would provide me detailed information as to which program is right for me. I would also welcome any other information / suggestions / comments you may have so I can be assured that you are the right coder to carry out this project.
