Search Engine optimization

We are creating a "Mortgage Portal" site and we need our site to rank in the top 10 on all the major search engines given our key-phrases. We are familiar with the nature of this type of work: optimize, submit, and constantly monitor and modify to stay in prominent positions. We need someone who can do this site for us on an on-going basis and we need the best coder available for this site since we intend to continuously stay ahead of the competition. We know this is a difficult task because of the number of competitors in the Mortgage industry, but we think we can make a good run at it given our key phrases and a coder who has proven record in doing such project. We are interested in only such coders who have proven track record and can show us examples of their work along with references we can check.
