Website for a web member ship for buyer and service provider

I need an E-commerce web site built from scratch. I also want your opinion as to wether I should go with a hosting solution or my own server. I have both a web host provider and a server running Server 2000 which is not online. I wanted my custom to run my program by input their information and join my website as client: both service provide and custom. I will need to store 1600 custom in a database and have the HTML generated on the fly for the particular product. I open to all other platforms. I'm looking to have the website completed by 10/1/2006. I'm looking for a bidder that not only have the technical skills to put the site up but also creative skills in putting a site together. I'm looking for bidders that have experience in creating e-commerce sites and have a history with RAC. I will entertain all resonable bids. 1 ??"
