Magento shopping cart price rule + rounding fix

Two things: 1. We need a sollution where shopping-cart-price-rules are calculated on the normal price instead of the special price for the not-logged-in and general group. This sollution should work for all present payment alternativs (Payson/Paypal/Manual). 2. We also want shopping-cart-price-rule prices to be rounded (no decimals).
