OpenSource (Cake PHP) Educaiton Institute Management Solution

I would need a complete Education Institute Mgt solution with the mentioned (very unlikely but there may be few more) modules. There are plenty open source solution around, but none of them is complete (none of them has all the modules I want). You can take any one of them or more and customise to fit my needs. It has to be done in a very short period of time and error free in the first go, it would be only possible if you have gone through such projects before so please don't bid unless you are competent and have got enough proven (and traceable) expertise in this particular technology (Cake PHP) and type of projects. The architecture designed would be in such a way so updating/formatting an element will affect in every single module it has relation to, e.g. when student fails to return a book it incurs charges and this charges update in the monthly payment of that particular student, faculty upload study materials based on some factors (e.g. period, subject, etc) and this materials will only be visible to only those students' accounts who're in that particular module/subject and also this materials becomes unavailable due to specified time period. 1.
