Troubleshoot Delphi app

I had a Delphi app created by a rentacoder but he won't respond for troubleshooting. Initial job request is attached and it's in Delphi but it has to be to be decompiled. I'm hoping it doesn't have to be redone - just some fixing. Main problem now it seems to be duplicating records in db and writing the prefix 801- before them. E.g if record ABC is in db it may duplicate it with 801-ABC but it's still the same record. Need to stop any potential duplication. Pulling 12,000 records into the database _might_ be needed- I think this will be a simple import but not 100% sure - (this is no longer a priority). Tune the program so it does not create Memory Exception errors and stop each night. The program is taking quite awhile so I want to take an existing database into the database created so it will just pull new ones. The initial job description and a picture are attached. Budget is around $65 but just place bid so I can consider. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
