Create a Joomla Component

Joomla component meeting room reservation system I'd like to develop a joomla component to administrator meeting room bookings. I'l relay on joomla users/groups. A logged in joomla user should have access to all rooms available to the user group(s) he belongs to. It should be possible to administrate rooms/resources for each group. When user logs into joomla and access this component he is presented to a calendar and a list of available rooms for the group(s) he is member of. Each room should have either a fixed timetable or a set of available periods (should be configurable). User can choose avaiable slots (or or more) and if should be possible to make recurring reservations. I a slot is already booked by someone else, if should of course not be possible to book the resource. A user can alter own reservations, and admin all reservations. The component will not need any payment gateway etc. A tool to print reports is nice but not really needed. There are a lot of similar components available for joomla, but not as simple as only offer room reservation with one or more slots relaying on the joomla user/groups system. No registration is required when reserving a room as the user has already logged into joomla. This is in short what I need.
