Create a Wordpress Template

Hi I want some one to setup my website in word press. I have already registered a domain and obtained web hosting services. I have also selected a theme for website. Now What i need is simple designing, Creating a eye catching welcome page giving brief information about us and services we offer, creating multiple pages (not more than 10 pages) giving brief description about each work / services we offer, adding contact us tab at the end of each page you create. By clicking at contact us, a person should be directed to create email. You shall also add an email account for "contact us" option. Each page you created must have picture that relates to the type of work being described. We offer all type of data entry, data research , data mining, bookkeeping , excel, accountancy and financial services I have very limited budget therefore i am not expecting any experienced freelancer to work in this budget, so new but talented freelancers are welcomed.
