Build an applicant tracking system

I would like to create an ATS sort of application. * My team should be able to login to the system with their log in details and each user will have different access rights, which the admin can define. * The ATS system has details of Candidates , who has applied for Number of jobs, to N number of clients. There should be a unique id for each candidate, based on their passport details and phone number. The system should not allow junk data inside. *There should be a provision to enter the details of the candidates manually, and the record history employee who enters or edit the details has to be captured. *There are certain locks which needs to be enabled at certain stages, some auto defined validation for certain jobs *The back up of the data in excel has to be send in email on a daily basis to a predefined emails, and on click of a button the data should be exported to excel in predefined format *The entire history of the candidate has to be tracked, if he applies for job 1 the gets rejected and apply for other jobs, gets selected for two, the entire case history has to be available along with time stamps and employees ids associated with stage changes. *There should be an option to select multiple candidates , based of certain fields and change their status in a simple click. For example if I now passport number of 10 candidates who has to be interviewed, I should be able to provide their passport number separated by comma and the search results in only those candidates * There should be search/sort features based on X factors *The database has to be regularly maintained and better to have everything on cloud as we don't have a set up to maintain a physical server
