Build a complex website for a university

First off we need a main site/ area Each department needs to have the ability to create their own “website” each with their own unique look and menu (and in some cases, with their own URL). There will also be an option to keep the main design/header and menu with/without submenu. Each will have the option to create its own library for audio/video/blog. All content needs to be fully editable through a secure and user friendly backend. It will include a drag and drop site builder with the ability to completely change the design for specific pages/departments and an area to upload a custom css and html template. Blog/Audio/Video: All need to operate out of a central database. For each post, there will be an option to publish the item to either the main site or a specific department or both. We will also create a sign up for a newsletter for individual departments. A short code system to place blog/video/audio in multiple departments and posts. Keywords on the bottom of a post to be able to search audio/video/blog. A way to add different spellings of a keyword (for example common misspellings of words). Suggest posts based on keywords and/or what people usually viewed after viewing this post. Organized in a very clear and easy file tree system I like the way [login to view URL] did it. Needs to have a very user friendly backend. User experience broken-down into six parts: 1. Static Information 2. Blog 3. Completely different sections for different departments 4. Audio free/paid 5. Video free 6. Forms (registration etc.) 7. Donations (through off site payment pages) There will be different account levels assigned to edit content. 1. Admin 2. A specific department in its entirety or multiple departments 3. Blog 4. Blog for a specific department or multiple departments 5. Audio for a specific department or multiple departments 6. Video for a specific department or multiple departments I think I would like it built using drupal but I am open to suggestions.
