Cloud infrastructures are usually distributed with clusters to improve performance. First I would see if the cloud API calls are made from your PHP backend or javascript frontend. Then we need to see the time taken for calling php pages and calling cloud API. If the call from browser to php itself is longer, then moving cloud DB to local DB won't help much. We can also see if any improvement needed in the DB itself, like table indexes query optimizations. After the actual cause of the performance issue is found, we can work on an appropriate solution.
