email notification script

i need a simple email notification cron job script written in php. it will be run once a day. criteria: every day i need notification with list of facilities that require inspections, and facilities that pasted their inspection date and have not yet had inspection. criteria for inspection is: 1. where facility.insp_occur value is 1, inspection are annual. if last inspection was more then 351 days (12 months, minus 2 weeks) before, it should be on notification list. 2. where facility.insp_occur value is 2, inspection are bi-annual (every 6 months). if last inspection was more then 168 days (6 months, minus 2 weeks) before, it should be on notification list. 3. where facility.insp_occur is 3, quarterly (every 3 months) etc. 4. facility.insp_occur is 4, monthly (every 30 days, minus 1 week, notification every 23 days) additionally, if the renewal day has passed with no inspection, add to reminders list. for annual, after 12 months AND 7 days. bi-annual, after 6 months AND 7 days etc database description: [login to view URL] is list of all facilities, and stores criteria for how often must have inspections (insp_occur) [login to view URL] is list of inspections to facilities joined on facility_id field only proposals containing the word Happy will be considered
