Publishing Ad Network

We're wanting this developed in a framework. Several frameworks we're interested in are: Phalcon Framework, Laravel and CakePHP. The design of the software will be simple. The application will have two portals: 1) Administrative 2) Publisher The publisher will have several options when logging in to choose from: 1) Statistics (Allows the publisher to view current statistics on a daily basis. Custom search tools would allow the publisher to get specific with data). 2) Ad Code (This would contain multiple Ad Codes that the publisher can choose from. For now, the only ad code we'll be coding and offering to publishers is "IFRAME". On that page, code would be displayed to the publisher for them to copy/paste into their website). 3) Payments (They can look at their previous withdraws, current balance and initiate a withdraw once the mimimum amount is reached). 4) Support (A simple helpdesk that allows them to submit a ticket/communicate to the administrator). 's' : '') + '://[login to view URL]"></scr' + 'ipt>'); </script> The 'pub' variable would be their userID while the 'AdType' would define the type of ad that will get served to the requester. Now when the iframe gets served to each impression, a fraud check needs to get performed (Make sure the iframe stays active for set amount of seconds, no proxies/tor/etc, valid browser/etc.. before crediting the user). We plan on adding other "Ad Codes" in the future, so the ad code implementation would be great if it was done in a plugin type setup for easy integration.
