SIM based Automatic Mobile recharge solution

I'm looking for Automatic Mobile Recharge System. The system should have a desktop application, web application and android app for control over web app.. Recharge SIM will be connected with a Desktop via usb 3g/EDGE/GSM Modem. PC app will connect with web database and make a link with multiport modem and web app. this web app should be reseller system (B2B). back end for admin, front end for reseller. when a reseller make a request for recharge than web app send it to modem over pc app. than modem send the ussd command or stk command (BASED ON OPERATOR) to respective operator sim card. After geting ussd or sms response pc app read it and upload to web database and send a report to user history if recharge made successfull or failed. i want to add that, admin cannot make recharge request, admin only can make sub-admin or reseller account and can add credit to their account. there should be 6 level reseller under admin. every sub-admin or reseller will pay in cash to admin than admin manually add balance to their account.
