Write Small Functions To Rewrite URL Slugs To Match Title Capitalization

I need you to write a function to 1) Fetch wp_title() 2) Check capitalization and update post_slug to match the title capitalization 3) Rewrite using 301 redirect(!!!) using wp_rewrite or something native since I use nginx and want Wordpress to handle it internally ... preferably I want to be able to undo this if it is easy for you to implement
