ASP MVC RESTful project

I would like to develop a method to look up and update a database entry using Restful ASP MVC. The database stores these fields (in addition to identity field): Int AccountNumber nvarchar(150) Address LastUpdatedDate datetime The operations we require: 1) Look up record: passing AccountNumber and Address – for example (344,emailaddress) Would return True if value is found and false if not found 2) Update / insert a record – when called with AccountNumber and Address, it would add the row to database if it does not exist, and if it does already exist, it would update the datetime field. Deployment environment: Windows 2012 server, SQL Server 2008 R2 I will also need a test preferably in VC++ 6 with example call to the function. I will need your help deploying it on my test server.
