3d draw from sketch simple 2dish lion head in STL format

Hello, I have this sketch (in the attachement) from which I would need a 3d model PLEASE NOTE IT NEEDS TO BE STL FILE, which is 1,5mm thick and quite small(details would be provided later) and and the details such as eye and mouth should be "etched" into the design, The sketch is perfect in the upper area, but the bottom of the "lions hair" needs adjusting, so different versions would be required from the 3d model until 100% satisfactory... payment would be done 30% in advance by paypal and rest when 100% satisfied
