3D buildings for music video

We are looking for someone who can create 3D-buildings backdrop for a music video project. Description: 5-6 dancers will be shot on greenscreen, and we want to have them on top of a rooftop with skyscrapers behind them, where the lights in the windows follows the music as an "equalizer". Overall length: Around 30 seconds with 4-5 different angles (but one direction). Look: Dark/evening, and skyscrapers that could exist in the 80s. The video is sort of a 80s-look over it. A touch of cyan/magenta on the buildings, or something that can fit the rest of the video. Maybe neon signs and so on. People with experience from game engines/video copilot and so on will probably solve this easy. Can use packs/buildings that already exist. We will shoot the people on greenscreen (behind and floor), so the person who takes the job must help with the keying and placing them in the environment (rooftop), where they are dancing. Since it's a music video, the budget is a bit tight. So have to be solved for the amount.
