Simple Webpage GUI - VB, .NET or C#

The project is to create a GUI in VB, .NET or c# similar to the attached It comprises a "front" page and 12 tab pages One tab "content" is unique - The rest are identical except for "Title" changes. So basically only 3 pages. The "front" page reads data from 2 local .dat files. The "content" tab reads data from an external SQL Dbase and permits editing. To edit will require opening a small window for changes. Thus after editing it must write changes back to the external SQL Dbase. The other 11 all have same functions of reading & writing, the data sources being a mix of local .dat and an external SQL Dbase. When the GUI launches there is a requirement to check user status on an external SQL Dbase. Attached are .jpgs of suggested layouts. I will provide a full logic specification before final bidding.
