Aggregation Website with Unique feature

I require a website to teach Russian language in a fun and extertaining way. Idea is to get relevant feeds from different websites and present them in way that captures user interest so he wants to read through the content. Understanding of the content will be facilitated by an easy switching mode between Russian and English languages. The website also needs to have a shopping cart (for a possible revenue generation by sales of books etc). The shopping cart needs to be integrated with one of the popular payment gateways. Main emphasis has to be on the presentation of content in a neat and interesting way. Nees an extremely user friendly GUI. The development platform is php with oracle as the back end. All content comes from the database, and all database access if via stored procedures, not dynamic SQL. Important: If you re-sell open source content management systems, please do not bid. This is a custom programming job. The main unique feature of the site, is the Russian English switching. I think two DIVs are both loaded from the database. One Russian and one English. A tool, maybe it looks like a magnifying glass, is a DIV showing the hidden content...which is the english translation underneath (this is appearance only, the english and russian both are in the database, having been translated by human translators before hand). ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
