upgrade classic asp email sending function to dot net

I have a function written in classic ASP that allows emails to be sent to contacts in our database. There are 2 pages. The first page allows the user to enter message details (Sender name, Subject, Body) and also allows adding attachments. There is an option to send email as either text or html and another option to send the email to the user before sending out to contacts. The second page vaildates the size and type of files attached and does the actual sending of the email. This function is a small part of a large site written in classic ASP which is being progressively upgraded to dot net. As the rest of the website is still using classic asp, this email function will need to accept querystring information sent from the originating part of the website. All logic must be written in C# and uncompiled. SQL queries are to be Parameterized Inline Queries. No stored proceedures are to be used. I have attached the current ASP pages so that you can see the logic used and come up with an accurate bid. Preference will be given to freelancers that can start work immediately and can complete the work quickly.
