eMail capture pop-up for HTML site - repost

We require a custom pop-up eMail capture form for our existing HTML website. Developer should have experience creating Pop-Ups. Pop-Up will appear upon load of page, and also be available by on page link. Check out this page for an example of how we'd like the pop-op: [login to view URL] We will want the pop-up to be eye catching - with graphics we supply A nice border like the one in the example would be good. The programmer should know how to write the code so that all of these common problems with pop-ups are resolved: If scripting is disabled, or if the browser does not support JavaScript, the pop-up will not work Search engines cannot follow links to pop-up windows (scripted elements are ignored) Pop-ups present accessibility problems Site management tools (e.g. DreamWeaver) cannot update links to pop-ups if you move the destination page to another section of your site Many people have pop-up killers running that close the window the moment they are opened In many browsers, the default option is now to stop pop-ups opening in the first place **Please include the words Snowy Dragon at the top of your application note to us, so that we know you have read our description here.
