HTML (responsive) web page design & coding

I am looking for a skilled web designer and coder to create an informational web page. What we need(a MUST features): - fully responsive web site, visible on all platforms (size of text, buttons...has to be according the standards) - validated code ([login to view URL]) - fast loading times (resources should be of small size, with not too much of external css/js) - not using bootstrap The freelancer is supposed to show his creativity, and based on few competitor web sites, develop our design that should be intuitive, easy to read & follow. The company does ECM tuning (software modification) for trucks in USA. We would like to use light colors. Our logo: [login to view URL] bear [login to view URL] Design inputs: - we would like to have an always visible menu (when scrolling it stays there) - above the menu line, we would like to have one line which will show our email, whatsapp/telegram account link - menu will contain items that have lists under them (example Category 1 which will have SubCategories1, 2....I believe this is called nested list) Example of menu: [login to view URL] - under menu we will have optional notification bar (like on this photo from competitor web site: [login to view URL] [login to view URL]) This notification should be easily turned off/on & modified, maybe enable/disable flag in the html code, or reading preferences from an ini file (what ever is according the html standard & what ever will have smaller usage of JS) There should be an X button on the notification it self, so the user can turn it off (just like on competitor web site) - under the contact/menu/notification bars we want to have a slideshow of images. we exect freelancer to recommend proper resolution (so it is visible on all devices/browsers), and recommend initial set of photos(we will give additional inputs for this) Photo example of how menu & slide show should look like: [login to view URL] - under the slide show, we will need few different blocks where we will provide various informations (ex. how it's done) * under one block we will have plain text with certain information * under block below we will have multiple product to choose from(example how competitor did it [login to view URL]) * under one block we will have one product listed, it should have a photo on the left(possibly multiple photos, that can be swiped left/right), and on the right a section where to enter information, example how competitor did it: [login to view URL] - in the end page needs to have a footer
