Make DIV Template with css file for html-php page oscommerce STS

Need a html template made in div for an index page in oscommerce with STS installed the template should work on computer, tablets and mobiles and ofcourse in browsers like IE, Firefox, Chrome so the css must be good written. I send you and image on the page and you write all divs and puts a image of the function/text/image thats should be in that div. Can explain that the index page is like 5 rows with stuff and 5 columns at most when finished we try it on your server or my so we can see that the page looks same in all browsers and on computer, tablets and mobiles. If the page is not shown as in image i dont pay so consider this before make any bid If any questions just ask
