User Registration channel for existing OpenERP System

I need a website with the following functionalities: - Online registration form (no confirmation necesary, but must send email with login info) - Login page redirects to another OpenERP login. It must directly login and redirect to a certain url within openERP - admin area where the administrator can export all the registrations done to a CSV document. This document will be used to insert data to a PostgreSQL database. Regarding technical information, project must be developed with a rapid web-developement framework. You can choose between: Java: Play! framework PHP: CakePHP If you think there is a faster framework than this ones, i am open-minded to consider it. But it should be really faster! Selected freelancer will receive a document with all the detailed information needed to be persisted, and a picture of the website home design.
