Create a Brand New Music Website (New Concept)

Ok So here is what I need to get done. Need a Music Website.: 1. It will not be for songs sung my singers and all and movie songs, but this directs the local people. 2. System where people will be able to record their songs and home and upload their music on the site. 3. Audiences and other people can rate anyones song. 4. Competetions where people will have to upload their best sung songs and etc. Basically american idol type system, but open, anyone can participate and online. 5. System to support video Uploads and mp3 uploads of the persons songs. 6. A section of forum where people can share guitar chords or chords of any other instruments. And many more features too.. I hope you guys have understood. Payment: Money will be paid after the work is done using paypal. I have been scammed many times so i hope I get an honest person to work with and so I can keep him for long term. No milestones. Please show similar site you have built. Money will be paid using paypal after the project is completed on your server. Then after gettin more than half of the payment, you will transfer teh site on my server and set it up. Note: Please write "GOT IT" in your bid, just to know that you have got the details. And I dont have much budget, so if you are ready to do this in the budget, then its great otherwise I might have to cancel this project. Thanks.
