Small access/excel Database to mysql/php Website conversion/design

I am donating this project to a local Christian Center which gives food/clothing/shelter to people in great need. They have an excel database in place now they are using to store information about their clients and the help that was given to them. I would like to help them get a little more streamlined. They also have an access database that was built last year by a student, who was unable to finish the project entirely however they like many of the aspects, so some what of a template is already available. What I will be needing help with is, Importing or Redesigning the access/excel database into MySQL and being administered through a php/html web interface. There will need to be three levels of permissions, for volunteer, staff, and supervisor. The database will need to be usable by multiple users and data entry into the database needs to be fluid. There will undoubtedly be more details and questions available as we get further into the idea. So i would also need to be able to communicate well with the coder.
