First, we need to define the status of that database. We can include it in the Drupal database, or we can do something like export it to XML and import it using Feeds so zibcode becomes a valid and more usable Drupal entity, and everything else becomes much easier. If not, we can always implement a custom form with your desired combos pulling information from your database and making desired calculations. I'll be glad to participate in your project.
