Design a website implementing complex database

I need a website designed and built with a back end database and various API implemented. It is for a cryptocurrency trading platform. The website needs to implemented with localbitcoins API so it can match trade requests against records currently held, it needs to be able to check if a client has previously completed an ID check. Dependent if they are a previous client or it needs to reply with a predefined message. I want this website to be able to completely do trades automatically, for this it will also need to cross check if payment has been made into a commonwealth bank account. I will also need a database just to store ID checks, I would like customers to be able to complete ID checks on the website much like you can on this site "[login to view URL]". I would like the website to display our current bitcoin buy and sell prices, along with being made to look like a nice website with about sections and information sections on how to complete trades with us. We also need a terms and condition of trades section. To sum up - I would like everything as automated as possible, I need transaction and ID check records to record in a database that I can easily access and view. It must have the automatic localbitcoins API built in to fully automate trades on there. It must also have a form like on the website I quoted that allows clients to do an ID check that will store in the database.
