individual php devs wanted.

Hi everyone, I am looking for individual (preferably a female individual) who shall work on monthly salary with me from her home based on hourly rates. The salary varies between $200-$400. The individual must have excellent expertise in core PHP and should be able to write css from scratch based on pre made/old template of PHP system and PSDs as well. I prefer individuals from India, Pakistan & Bangladesh due to the budget posted above. This is a serious job, Please do not bid if you need milestones to be created before the job. I am looking for a long term partner. If you have read the project description carefully, please start your bid proposal with "i am an individual". This is a serious job, I will give a test that should not take you more than 2 days to complete. So please do not ask me to award you the project and create milestones before finishing the test.
