Wordpress Plugin To Customize Any Theme

I am looking to have a wordpress plugin developed which will work on almost any woocommerce compatible theme. The plugin I want should do the following: Allow user to register with the site Once user registers, adds a menu item that says Get Started which will drop down for the following two items Add an Image Add a Listing If the user adds an image it will allow the user to send image to site which then us site owners will review and if approved will add to the users available images to use to post on items. If the user clicks add a listing it will allow the user to create a listing which they can add the images we approved to a items. The items for sale they can add the image to are need to be a select collection of images in a store database on wordpress which I upload. This includes images of shirts or whatever I have available to print on (need to control this so they dont upload objects that I cannot print). They will set the price and description for the item. My company will then print and ship this item for them, similar concept to [login to view URL] I need to make it so that for the listing if a certain image of ours is used, for instance they add their image to a picture of a shirt. Then for the listing parts of it are pre associated with the image such as the material of the shirt, shipping time, etc. When the user lists the item I want user to be able to control price but I want every sale for the item to take a specified amount out of it and send to my woocommerce paypal account I use. I want it to work with woocommerce in other words for this aspect. This is just an overview but I have specifics I can put together but the concept of [login to view URL] is what I am going for.
