searchengine that searches added urls only

I am looking for a freelancer to develop a search engine that enables Users to search within particular added urls and documents, pdf, images, text, so that the search results are very good. It can be as simple as google design. But should have the option to easily extend the searchengine to a blog or community forum. The Website will be for students and medical professionals to extend their knowledge. It will be open source and free. There should be an option to add URLS, that would need approving first, so the searchengine is topic specific. I have no clue how that could be easiest to be done. I am open to every suggestion. If its easier to create a website, that searches all the website, that I would go for that. Its a personal project, that i finance myself and I do not want to make money from it. Its about finding quality medical information - explicitly about homeopathic knowledge. Skills and experience required for this project: - Strong knowledge and experience in search engine development - Proficiency in programming languages such as Python, Java, or PHP - Familiarity with web scraping techniques and data extraction - Ability to implement search algorithms and filters - Experience in working with databases for storing and retrieving data The search engine does not require an interface design, so no design work is necessary. The focus should be on functionality and efficiency. The search engine should be able to handle large amounts of data and provide accurate search results within the added URLs. If it can be done in wordpress, that would be best, as I have possibilities to do things myself later. My budget is almost zero. I am not trying to bargain, please lets open talk. Its primarly about providing information, that might otherwise not be accessible.
